It's interesting that it takes a Guardian columnist to outline and explain Labour's spending policies in a good light. It frustrates me that Labour are scared to do it themselves.

Whether she's right about devolution/decentralizing being just cost-cutting in disguise though.

I think it it's meaninful, the bodies that are devolved to have to be able to raise their own revenue if required.

In practice in the UK, practically all revenue is raised centrally and doled out centrally according to massively complicated government formulas. Even local councils get most of their money from central government not council tax IIRC.

Decentralisation relative to what?

As concrete examples, the health care system in some parts of the US is clearly more decentralised than in the UK, using a market model. This might be an example of "decentralisation is right wing."

However, parts of the Swedish system are more decentralised than in the UK, using a model of local democratic governance and provision, which might be "decentralisation is left wing."

As for good or bad, this would rather depend on what you are trying to do.
